Key legal requirements for tipping road sweeper waste: what you need to know

1. Do Not Send Untreated Liquid Waste to Landfill

Under UK government regulations, untreated liquid waste—including wastewater and gully contents—must not be sent to landfill due to its mobile and polluting nature.

Sludge may be accepted under certain conditions, but only if it is properly dewatered and handled in line with Environment Agency guidance.

2. Tip Only at a Licensed and Permitted Site

At Sheehan Haulage and Plant Hire, we operate the Dix Pit Aggregate Recycling Facility, an Environment Agency-permitted site located 1km south-west of Stanton Harcourt, Oxfordshire.

Road sweeper waste must be disposed of at a facility with the correct permits. We are fully authorised to receive and treat both non-hazardous and hazardous waste.

3. Use Only Licensed Waste Operators

Under the Environmental Protection (Duty of Care) Regulations 1991, anyone producing or transporting waste is legally required to ensure it is handled, transported, and disposed of by licensed professionals.

If you are a haulier, contractor, or local authority, it is your responsibility to ensure that road sweeper waste is tipped at a fully licensed and permitted facility—such as ours at Dix Pit Aggregate Recycling Facility.
